BLUE LOTTO GAME™

Effective Date: October 2025
Administered By: Blue Capital Resources, INC. (“BCR”)

  1. LEGAL STATUS & COMPLIANCE

1.1 Blue Lotto is a private member-based promotional game administered by BCR.
1.2 Participation is limited exclusively to active BCR Members in good standing at the time of ticket purchase and drawing date.
1.3 Blue Lotto is void where prohibited by state or local law. (Members who reside in Alabama, Hawaii, and Utah, May be restricted from participation in Blue Lotto and are advised to check for updates on Charitable Lottery Games for Nonprofit Organizations.)
1.4 Participants are solely responsible for ensuring compliance with their local jurisdiction.
1.5 BCR reserves the right to modify, suspend, or terminate the Blue Lotto Game to maintain legal compliance.

  1. ELIGIBILITY

2.1 Verified BCR Members in good standing (account subscriptions current) are eligible to participate and collect winnings.
2.2 Members must be at least 18 years of age (or the legal age of majority in their jurisdiction).
2.3 BCR Officers, directors, employees, and members of the Blue Lotto Administrative Committee are restricted from participation.

  1. TICKET PURCHASE REQUIREMENTS

3.1  Blue Lotto Tickets cost $5.00 and must be purchased at least twenty-four (24) hours prior to the official drawing time.
3.2 Ticket purchases must be verified through BCR’s official payment system.
3.3 Purchase confirmation constitutes proof of entry.3.4 All ticket sales are final and non-refundable unless otherwise required by law.

  1. JACKPOT AWARDING

4.1 The Jackpot shall be issued to the verified purchaser(s) of the winning ticket(s).
4.2 If multiple tickets contain the winning numbers, the Jackpot shall be divided equally among verified winners.
4.3 Members may participate and win multiple times without restriction. 

  1. COLLABORATIVE PURCHASES

5.1 If multiple Members jointly purchase a ticket, BCR will award the Jackpot solely to the individual who can prove purchase through the official payment record.
5.2 BCR shall not mediate disputes between collaborators.
5.3 The verified purchaser is solely responsible for distributing proceeds among collaborators.

  1. CLAIMING WINNINGS

6.1 Winners will be notified within 2 hours after drawing, so long as their contact information is up to date. BCR reserves the right to take up to 48 hours to notify all Lotto winners. 

6.2 Winners must claim their prize/s within seventy-two (72) hours of being notified of their winnings.
6.3 If no Winner comes forth to claim a Jackpot, another drawing will be held. Drawings will be held until we have a Winner. 

  1. DECEASED WINNERS

7.1 If a Member holding the Winning Jackpot ticket is deceased at the time of drawing, BCR will abide by Iowa prize distribution law and follow applicable State Probate Laws, including:

  • Valid Will provisions
  • Intestate succession laws
  • Court-appointed Executor/Administrator, etc. (BCR will require an official death certificate and supporting documentation prior to distribution.)
  1. EXTENUATING CIRCUMSTANCES

8.1 If a winner is deployed on military orders, hospitalized, incapacitated, out of the country, or otherwise reasonably unreachable, verified spouses, children, or documented beneficiaries may claim on their behalf.
8.2 Documentation may include:

  • Marriage License
  • Power of Attorney
  • Military orders
  • Hospital verification
  • Legal guardianship documentation

9. LIVE DRAWINGS & WINNER NOTIFICATION

9.1 BCR will release the Link to the Live Drawing within 48 hours leading up to the Final Drawing. If you are unable to attend the live drawing, BCR will also attempt notification of all Lotto players via:

  • Email
  • Phone
  • Text message
    9-2 BCR will notify winners within 2-48 hours.
    9.3 Members will have 72 hours to claim Blue Lotto winnings after being notified.
  1. LOST OR STOLEN TICKETS

10.1 If a purchaser alleges theft of a winning ticket, BCR will suspend disbursement of winning payout pending investigation.
10.2 Proof required may include:

  • Payment confirmation
  • Timestamp records
  • Witness statements
  • Transaction ID
    If a ticket is lost and found by another eligible member, or disputed, BCR will defer to their ticket purchase records and award the member who purchased the winning ticket.
  1. TAXES & REPORTING

11.1 All prizes are subject to applicable federal, state, and local taxes.
11.2 Winners are solely responsible for reporting their winnings to federal, state, and local tax Authorities, as required by the laws of their jurisdiction.

BCR may issue required tax documentation (e.g., Form 1099-MISC) where applicable.
11.3 Failure to provide required tax information may delay or prevent distribution.

  1. DISPUTE RESOLUTION

12.1 All disputes shall be resolved exclusively by the Blue Lotto Administrative Committee.
12.2 Decisions of the Committee shall be final and binding.
12.3 Participants agree to binding arbitration under the rules and regulations set by the State of Iowa.
12.4 Class action participation is waived. 

  1. LIMITATION OF LIABILITY

13.1 BCR will do whatever possible within reason to ensure all drawings are timely and error-free. We will reimburse or correct any mistakes caused by our Administrative Team as soon as practical. BCR is not responsible for:

  • System outages
  • Payment processing delays
  • Internet interruptions
  • Human error
  • Technical malfunction

13.2 Participation constitutes release of liability against BCR and its officers.

  1. ANTI-FRAUD & DISQUALIFICATION

14.1 Any attempt to manipulate, alter, duplicate, or fraudulently interfere with the game will result in one or all of the following:

  • Immediate and permanent disqualification from Blue Lotto participation
  • Account termination
  • Potential legal action

14.2 BCR reserves the right to audit accounts at any time.

  1. FORCE MAJEURE

BCR shall not be liable for failure to perform due to events beyond reasonable control, including but not limited to:

  • Natural disasters
  • Cyberattacks
  • Government or State restrictions
  • War
  • Pandemic
  1. MODIFICATION OF RULES

BCR reserves the right to modify these Rules at any time prior to the selling of tickets before the next drawing. Continued participation constitutes acceptance of modifications.
